A high fantasy novel set in an insanely large (possibly infinite) city full of petty tyrants and mindless gods. The pacing is slow in the beginning, and the world is a bit too malleable for my tastes (with gods frequently rearranging the streets), but at least it has reasonably interesting characters trying to do things (with varying amounts of success). I don't think the author is intending this to be a series.
